Why this situation can become complex
Closure affects more than the balance: cheques already issued, direct debits, incoming transfers, deferred card payments and supporting records should all be reviewed before the effective date.
Situation we support
As soon as you receive the closure notice, record the effective date, secure pending transactions and arrange a replacement account. Normaxis helps organise the file and the useful next step.
Get a callback within 24 hClosure affects more than the balance: cheques already issued, direct debits, incoming transfers, deferred card payments and supporting records should all be reviewed before the effective date.
We review the notice and account agreement, identify transactions that need securing, prepare a complaint where appropriate and can contact the bank under mandate. The final decision rests with the bank, mediator or relevant authority.
What to do now
The notice period is there to help maintain payment continuity and prevent a transaction presented too late from causing an incident.
Record when the notice was received, the announced closure date and the channel the bank used.
Apply for another account promptly. If you are refused and have no other individual account, consider the French right-to-an-account procedure.
Give the new account details to organisations that pay you and update direct debits and standing orders.
Identify cheques, deferred card payments, incoming transfers and disputed transactions before closure takes effect.
Download statements, retain the closure notice and file each exchange with its date and proof of sending.
Notice period
For an open-ended deposit-account agreement held by an individual acting outside a professional activity, the bank must provide at least two months’ notice on paper or another durable medium. This period is intended to allow another account to be opened and final transactions to be arranged.
For a business account, review the agreement because the contractual conditions need to be assessed separately. When an account was opened through the French right-to-an-account procedure, specific closure conditions apply and the decision must be reasoned.
Banking continuity
A transaction arranged today may be presented after closure. Review every payment stream and retain evidence of each change.
| Transaction | Risk to anticipate | Useful action |
|---|---|---|
| Salary, pension, benefits and incoming transfers | The payment may be rejected once the account is closed. | Give the new account details to each payer and check the next payment date. |
| Direct debits and subscriptions | A debit presented to the closed account may be rejected. | Update the mandate with the creditor and confirm that the new account has been recorded. |
| Standing orders | Scheduled instructions end when the account stops operating. | Recreate required transfers from the new account and check their dates. |
| Cheques already issued | A cheque without sufficient funds may cause a payment incident. | List undebited cheques, maintain sufficient funds and monitor their presentation. |
| Card and deferred payments | Some transactions may be booked after the purchase date. | Identify pending payments and ask the bank how they will be settled. |
| Remaining balance | The account may close before the repayment method is clear. | Confirm the destination account and request the document stating the amount transferred. |
Challenge
If the notice period, the balance or pending transactions create a problem, make a precise written complaint. Mediation is not the first step: it follows the bank’s complaint process or becomes available, in any event, two months after the first written complaint.
Arrange an account
The French right-to-an-account procedure may be requested from the Banque de France when you have no individual account in your own name, including when your only account is being closed, after a bank refuses to open another account.
Useful documents
Download or request the relevant records while the account remains accessible. As a general reference, the French public-service website states that account agreements and account statements should usually be kept for five years.
Frequently asked questions
For an ordinary active account, a bank can generally decide to close it without explaining its reason, but it must notify the holder in writing and observe the applicable notice period. Closure of an account opened through the right-to-an-account procedure must be reasoned and meet its specific conditions.
The notice period is intended to allow final transactions to be arranged before the effective date. Review the notice, the agreement and any restrictions announced, and move regular payments without waiting until the final week.
The bank should be able to pay cheques issued before closure where sufficient funds remain available. List all cheques that have not yet been debited and monitor them to avoid a payment incident.
Ask the bank to confirm the destination account and amount transferred. It should provide a document stating the balance transferred when the account is closed.
Start with a written complaint to the bank. The mediator may be contacted after an unsatisfactory final reply or, in any event, two months after the first written complaint was sent.
If you have no other individual account, or your only account is being closed, request a refusal-to-open certificate and submit a right-to-an-account file to the Banque de France.
The statutory rule cited here concerns a deposit account held by an individual acting outside a professional activity. For a business account, first review the account agreement and the exact circumstances of closure.
